PROGRAMME MANAGER

Job Title: Programme Manager Lumos Bulgaria

Salary: 46 380 BGN per year/gross

Duration: Permanent Contract

Location: Dobrich, Varna and Sofia, Bulgaria

Responsible to: Country Director

Key Relationships: Lumos Teams

Background

Lumos is a registered charity working to transform the lives of disadvantaged children by facilitating the end of large-scale residential and institutional care and promoting and developing community and family based alternatives. We work to tackle poverty and disadvantage, to promote educational and social inclusion, child health and child development, and to prevent child abuse and neglect in any part of the world.

With the involvement of skilled professionals, we raise awareness of the plight of children to those who can help and promote best practice. Our target audience includes international policy makers, central governments, local authorities, non-governmental organisations, local communities, and the general public.

Job Purpose

The Programme Manager will work in close co-operation with the Country Director to develop and deliver the strategic objectives in line with Lumos' overall mission to end child institutionalisation in Bulgaria and globally.

The Programme Manager will be responsible for the progress of strategically agreed programme plans and support to existing programmes. This will include the line management responsibility and supervision of team leaders and teams.

Job Description

Formal line management responsibility to team leaders and teams.

To ensure that plans for the movement of children take into account children's best interests, their safety and welfare as paramount considerations.

To ensure implementation of Lumos child protection policy in Lumos programmes teams.

Develop professional and technical ability of Lumos Bulgaria teams in order to meet the strategic objectives of ending institutionalization for children in Bulgaria.

To oversee specific work in respect of children with disabilities and children at risk of abandonment.

Work in collaboration with the Country Director and Development Manager to ensure co-ordination of Lumos BG internal and external activity.

Work with CD and Development Manager to achieve Lumos high-level strategic aims and objectives both for Bulgaria and globally and to ensure quality standards across delivery of Lumos Bulgaria programmes.

Work with local government municipalities, mayors, Directors of Institutions, managers of local and national NGOs and other local and international agencies to promote Lumos aims and objectives.

Work in close collaboration with all other Lumos teams to promote strategic aims and objectives of the organization.

Any other activities commensurate with the level of the post or assigned by the Country Director.

PERSON SPECIFICATION

Five years experience of working in the field of Child Rights

A knowledge and understanding of the Deinstitutionalisation process and development of alternative systems

Sound knowledge and ability to implement Bulgarian Social Policy and support systems.Good understanding of local and central government and administrative structures.

Experience of working at senior management level including management of staff and implementing strategic aims and objectives.

Ability to work independently whilst recognizing the need for accountability to the high-level aims and objectives of the organization.

Experience of staff management and supervision, staff development approaches and staff support in Deinstitutionalisation and child protection.

Knowledge and understanding of Child Participation including children with disabilities.

Understanding and experience of developing, monitoring and evaluation systems and ability to ensure provision of high quality written reports and information.

Demonstrable record of team working to achieve objectives and the ability to create and maintain working relationships at senior levels.

Experience of working internationally.

Ability to travel regularly within country and abroad.
