The Black Sea Trust for Regional Cooperation (BST) promotes regional cooperation and good governance in the Wider Black Sea region; accountable, transparent, and open governments; strong, effective civic sectors; and independent and professional media.
The broad goals of the Black Sea Trust are four-fold:
- To rebuild trust in public institutions
- To affirm the value of citizen participation in the democratic process
- To strengthen a critical set of institutions that lie at the nexus of state and society
- To foster regional, cross-border ties in the public, private, and nonprofit sectors
BST provides grants to local and national NGOs in the Wider Black Sea Region, to governmental entities, community groups, policy institutes, other associations to implement projects in the four programmatic areas of the Trust: Civic Participation, Cross-Border Initiatives, Eastern Links and Confidence Building.
Eastern Links attempts to establish linkages between groups from Central and Eastern Europe and the Baltics with their Black Sea counterparts to share expertise, experience and information that are essential in promoting the political, social, and economic development necessary for long-term stability in the region.
- Creating linkages between new EU member states and the countries of the Black Sea region
- Expanding the expertise and resources available to the countries of the Black Sea region in good governance
- Facilitating mechanisms that allow for information exchange
- Linking existing knowledge and expertise in economic reform
How to apply:
Project proposals must be submitted in English only, using the application and budget forms that can be downloaded from BST's webpage:

BST grants generally range from $5,000 and $75,000, with most grants falling between $15,000 and $25,000.
There are no application deadlines. Project proposals are accepted on a rolling basis and grant decisions are made every 6 to 8 weeks. Final approval will be made by a grantmaking committee or, if over $25,000, by the German Marshall Fund's Board of Trustees.
