We are hiring a Monitoring and Evaluation Officer!

We are looking for a highly motivated and qualified candidate to join our Results and Evaluation unit in Brussels.

The Financial Mechanism Office (FMO) is the secretariat of the EEA Grants and Norway Grants, and is affiliated to the European Free Trade Association (EFTA) in Brussels.
We are looking for a highly motivated and qualified candidate to fill a vacancy for a Monitoring and Evaluation Officer in the FMO’s Results and Evaluation Unit within the Programmes Department.
The overall objectives of the Grants are to reduce economic and social disparities in the European Economic Area (EEA) and to strengthen bilateral relations between the Donor States (Iceland, Liechtenstein and Norway) and the 15 Beneficiary States (Bulgaria, Croatia, Czech Republic, Cyprus, Estonia, Hungary, Greece, Latvia, Lithuania, Poland, Portugal, Malta, Romania, Slovakia and Slovenia).
The Grants are based on a programme model where the Beneficiary States are responsible for the programmes and for projects implemented under the programmes. Some programmes, for example in the areas of energy, innovation as well as Civil Society, are operated by the FMO. The Grants are implemented in line with the principles of Results-Based Management.
The allocation for the current funding period (2014-2021) totals €2.8 billion. The priority sectors are:
• Innovation, Research, Education and Competitiveness;
• Social Inclusion, Youth Employment and Poverty Reduction;
• Environment, Energy, Climate Change and Low Carbon Economy;
• Culture, Civil Society, Good Governance and Fundamental Rights and Freedoms;
• Justice and Home Affairs.

The position is open to nationals of EEA EFTA States (Iceland, Liechtenstein and Norway) and to nationals of the member states of the European Union.

Scope
The Monitoring and Evaluation Officer is involved in programme design, developing monitoring, reporting and risk management systems and tools. S/he builds capacity by providing training and guidance, and commissions and supervises monitoring reports, evaluations and reviews. S/he also conducts analysis, learning and reports on the EEA and Norway Grants. S/he reports to the Head of the Results and Evaluation Unit.

Tasks

• Develop and implement policies, methodologies, systems and guidelines linked to monitoring and evaluation, reporting and risk management;
• Provide advice for programme design concerning formulation of results-frameworks, indicators and methods to effectively manage implementation of the Grants as well as to identify and manage risks;
• Build capacity by training and providing guidance to stakeholders in the areas of planning, monitoring, reporting, risk management and evaluation;
• Commission, manage, provide follow-up plans and communicate results and learning from monitoring, evaluation, reviews and studies;
• Identify, analyse, draft inputs and report on quantitative or qualitative performance results and lessons learned concerning the EEA and Norway Grants. Ensure effective dissemination;
• Fulfil administrative tasks in relation to her/his work.
The position involves travel.

Qualifications

Relevant University degree, Master’s level.

Experience
Required experience

• At least five years of relevant work experience including experience in results-based management, performance monitoring, analysis and reporting and/or evaluation;
• Experience in working in or with public administration or international organisations;
• Experience of providing training related to results-based management/monitoring and evaluation for capacity building;
• Experience in programme management or grant management.

Desired experience
• Experience with developing tools and systems for results and risk management and evaluation;
• Experience with indicator development, collection and analysis;
• Experience with drafting reports and/or analytical papers;
• Experience with public administration and policy;
• Experience with working in a European and/or international context;
• Experience with the EEA and Norway Grants.

Skills
• Analytical, systematic and structured;
• Strong command of results-based management concepts;
• Results-oriented;
• Ability to draft reports and analytical papers, and to present complex issues clearly and convincingly;

Languages
Excellent oral and written communication skills in English (the working language of the FMO) is a requirement. Knowledge of another EFTA/EU language is an asset.

Employment Terms
Grade: A4
Annual starting salary: EUR 92,050
Appointments are normally made at step 1 of the grade. The Director of the FMO reserves the right to appoint a candidate at a level different from that advertised. Through its recruitment policy, the FMO wants to ensure diversity in terms of gender, age and culture.
