An Advocacy Officer(M/F)
based in Sliven, Bulgaria

For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It continuously highlights obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM in Bulgaria is starting a new project aiming at further addressing the needs with major impact on the health of the vulnerable population of Nadejda ghetto in Sliven. In order to effectively tackle the root causes of poor health outcomes on the long term, a holistic approach is necessary. This should support the social cohesion among Roma and the emergence of civil society actors. The dialogue process between the communities (as right bearers) and the different official stakeholders (as duty bearers) shall be accompanied in order to empower people to raise their voice and to gain social inclusiveness, and this, through advocacy.

Advocacy is therefore central to MdM work. It is evidenced based- relying on our field work to build our advocacy strategies and messages.

Our advocacy strategy focuses on the impacts on health of the political, security and social situation for people living in illegal settlements in Bulgaria. Therefore, the Advocacy Officer is in close relation with the field team and MdM partners, particularly regarding data collection and reporting.

TASKS AND RESPONSABILITIES:
Under the supervision of the General Coordinator, you will be responsible for the framework and conduct of advocacy strategy and activities of MdM in Bulgaria. Thus, mostly for the Sliven program aiming at enhancing the access to Rights and Services for people living in segregated areas of the city.

More precisely you will:
  • Monitor closely, and analyze the political environment and the policies in Bulgaria and in Europe with the follow up of the main political and diplomatic stakeholders' agenda, statements and movements
  • Support the definition of the advocacy strategies:
- targeting both local and national levels and involving stakeholders from local, national and international levels)
oin partnership with the team in Bulgaria and HQ referents
- Consolidation of an advocacy action plan in the relevant thematics
  • Support Sliven project with implementation and monitoring of their advocacy action plan by the design of target audience, messages, partnerships, methodologies and tolls:
- Mapping and follow-up of actors and representatives
- Identification of key events
- Definition and proofreading of key messages, review of MdM presentation
- Proposition and elaboration of advocacy tools
- Creation and update, dissemination of advocacy documents and tools
- Organization, and/or support in the organization of events by the civil society and/ the community
- Support the teams in collecting adequate and reliable data to be used in advocacy. Train the field teams to collect testimonies
  • Participate in meetings and represents MdM at conferences and seminars
  • Mobilize, lead and develop networking among stakeholders (NGOs, Governmental actors, press, university, UN, community, media, etc.)
  • Lobby during conference and meeting (platforms, institutions, etc.) in the relevant thematics
  • Draw up communication notes (press releases, press packs, etc.)
  • Contribute to the management and production of content contained in the social channels of the mission
  • Sensitize the team about advocacy, support the capacity building of the team and community members on advocacy and involve them in advocacy actions
  • Participate to the briefing for the new MdM staff for teaching about the MDM advocacy in Bulgaria
The position is aimed at Sliven project. However, the support of the advocacy officer can also be seldomly requested for Sofia Migrant project.

Based in Sliven with frequent trips to Sofia

SKILLS AND EXPERIENCE NEEDED:

Education/ previous experiences required:
  • General higher education (international relations, humanitarian, political sciences)
  • 2 years experiences in project management or/and in communication/advocacy role
  • Excellent written skills both in Bulgarian and English
  • Computer skills:
  • Knowledge of windows environment (MS Word, MS Excel)
  • Software skills (publishing), Excellent management of social medias/ community management
Personal skills required:
  • You are committed to MdM's values as an organization and motivated by its non-statutory and Not-For Profit model.
  • Excellent analytical skills
  • Interest in research information particularly within political issues and legal framework
  • High sense of Diplomacy and excellent communication
  • Easiness for speaking up in public
