The International Republican Institute (IRI) seeks a full-time program manager to lead in-country program implementation in Bulgaria for IRI’s municipal anticorruption program, with project dates June 1, 2021 to January 31, 2023. The Program Manager will serve on a full-time basis and report directly to IRI’s Resident Program Director based in Skopje, North Macedonia.

IRI is a nonprofit organization based in Washington DC dedicated to advancing democracy worldwide.  IRI conducts a wide range of international programs in more than 30 countries to promote and strengthen democratic ideals and institutions.  These programs are individually structured for each country and include training on such issues as civic responsibility, the legislative process for newly elected government officials and the mechanics of organizing political parties and election campaigns. Job Description:  The Program Manager (PM) will lead program implementation under the supervision of IRI’s North Macedonia Resident Program Director and a contracted anticorruption expert. This will entail a full range of program implementation responsibilities:

  • Identify and establish working relationships with municipal governments and local civil society organizations, as well as political parties, state institutions and international organizations.
  • Lead organization of program activities, both within individual municipalities and at the national level.
  • Participate substantively in the design of new programs and contribute to the development of program ideas.
  • Work and coordinate closely with the Resident Program Director, anticorruption expert, and D.C. team in planning and implementing program activities.
  • Compile essential monitoring and evaluation data from programmatic activities and prepare weekly reports, and assist the D.C. program team in preparing quarterly, semi-annual, final and other relevant reports.
  • Actively support IRI’s communication strategy.
  • Other responsibilities as required.

Qualifications: 

  • Master’s degree in political science, law, public administration, public policy, or related field.
  • Five-seven years of program management experience in democratic governance and politics, preferably working directly with one or more of the following: elected officials, anticorruption institutions, political parties and civil society organizations/NGOs.
  • Detailed knowledge of Bulgaria’s political system, civic space and system of national and local governance.
  • Strong communication and presentation skills.
  • Ability to work independently and as a member of a team to coordinate and lead the efforts of other professionals to effectively meet program needs.
  • Proven ability to write effective proposals and reports.
  • Has knowledge and experience with program management supported by various foreign funders.
  • Ability to conduct outreach for fundraising and promotion purposes.
  • Excellent written and oral communication skills in English and Bulgarian.
