MSF was present in Bulgaria in 2014, during a six months intervention to respond to the migratory emergency; massive arrival of migrants from the Middle East.
This year, a new project has been set up in Harmanli, South-East Bulgaria, providing primary health care inside the Reception and Registration Centre with a medical team composed by a medical doctor, a nurse, a psychologist and a translator/cultural mediator.
Main Purpose
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries’ health conditions.
Accountabilities
• Apply medical knowledge and skills to diagnosis and prevention. Carry out outpatient consultations, prescribing the necessary treatment respecting MSF protocols.
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care of the quality, disinfection of the medical material. Assure general compliance with standing hygiene standards.
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitoring the proper functioning of the department, equipment or material.
• Know and ensure all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensure professional confidentiality is respected.
Context-specific Accountabilities
MSF clinics will be located inside and outside the reception and registration centre in Harmanli.
Inside the camp MSF will be present when State Agency for Refugges (SAR) Medical Doctor (MD) is not available, SAR MD available 3 time per week in the afternoon for few hours. Inside the camp people have access to free medical care, while the people living outside the camp are not all able to access a GP.
Inside the camp large group of unaccompanied minors (UAM) is present. Special attention to this group is needed as they are extremily vulnerable. Detection of sexual violence as well as other type of explotation it is an importat task for the MD. Ensure proper medical care according to MSF protocol, referral to Psychologist and Social Worker in order to ensure psychological support and protection.
The Medical Doctor will be working in both locations with the support of Cultural Mediator (CM) ensuring proper translation; the Medical Doctor is responsible to coach the CM on medical terms.
Main tasks
· Medical history taken and recorded in the patient’s file (proper fill-in of the patient file)
· Medical consultation: the Medical Doctor will be in charge of providing: Primary Health Care, Sexual Gender- Based Violence Care, Sexually-Trasmitted Infection.
· Prescribe medication according to MSF protocols, explanation about the treatment to follow, checking if patient understood
· Referral to secondary level of care for diagnosis purpose as well as for MD specialists consultation. Ensure on- going communication with SAR medical staff in order to avoid duplication/overlapping of consultation and medication supply.
· Referral to MSF psychologist of identified patients in need of psychological support.
· Follow-up patients with Non-Communicable Diseases, as well as with other disability and severe condition in collaboration with nurse.
· Keep confidentiality (share data and outcome with nurse and with psycholoigst when needed)
· Participate to the team meetings as well as multidisciplinary team meeting.
· Prepare and share with PMR the medical monthly reporting.
· Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient's illness, medical error and monitors the proper functioning of the department, equipment or material.
Qualifications
· Essential Medical Doctor diploma and License to Practice (within the region).
· Minimum 2-year experience as a Medical Doctor or in clinical work (can be within medical training).
· Required languages: English and Bulgarian
· Essential computer literacy (word, excel and internet).

Post Conditions
· Annual gross salary: According to MSF Salary Policy.
· Reimbursement of travel expenses and relocation package (for full time contracts) will be considered.
