MSF was present in Bulgaria in 2014, during a six months intervention to respond to the migratory emergency; massive arrival of migrants from the Middle East.

This year, a new project has been set up in Harmanli, South-East Bulgaria, providing primary health care inside the Reception and Registration Centre with a medical team composed by a medical doctor, a nurse, a psychologist and a translator/cultural mediator.

Main Purpose

Providing nursing care, treatment, and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population

Accountabilities

  • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times. 
  • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.  
  • Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment. Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit 
  • Ensuring triage of patients in waiting areas, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary 
  • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, medication’s consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed. 
  • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material) 
  • Perform cleaning and minor maintenance for biomedical equipment used. Fol-lowing the user manual and protocols and alert supervisor in case of malfunctioning.

Context-specific Accountabilities

MSF clinics will be located inside and out side the reception and registration centre in Harmanli.  

Inside the camp MSF will be present when State Agency for Refugees (SAR) Medical Doctor (MD) is not available (SAR MD available 3 time per week in the afternoon for few hours). Inside the camp people have access to free medical care, while the people living outside the camp are not always able to access a GP.

Inside the camp large group of Un-Accompanied Minors (UAM) is present. Special attention to this group is needed as they are extremily vulnerable. Detection of sexual violence as well as other type of explotation is an importat task for the NURSE. Referr those cases to the MSF MD, in order to ensure proper care and protection.

Main Tasks

Organizing and carrying out triage in both locations (clinic inside the camp and clinic outside the camp), provide care and treatments according to medical prescriptions, and assisting the MD during consultations, performing medical procedures when required (including bed side tests). Participating in health education of the patient (and family) when necessary. 

Nursing care inside and outside the camp MSF clinic:

  • To provide optimal nursing care to the patients in the clinic.
  • To triage patients presenting at the clinic based on severity of illness to be referred to MSF MD. 
  • Identifying Sexually Gender Based Violence victims and referring them to the relevant team so they can receive the necessary treatment/ care. Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit. 
  • To be Focal Point for the medical team in their day-to-day liaison and relationship with SAR medical staff, Harmanli Hospital and external specialists for patient referral. 
  • Communicate any and all needs expressed by SAR nurses towards MSF for support (medications, referrals, training, capacity building, psycho-education, awareness, material, etc.) to the PMR. 
  • Support Medical Doctor in prepartion of monthly sitrep, provide input. 
  • Ensure patients files are properly kept in the locked cupboard.

 

Pharmacy Management:

  • Sharing the list of drugs received by Supply with PMR. To support Supply in sharing drugs received with PMR, in storage, classification and organization of drugs during stock count. 
  • Ensuring efficient management of medical stock depending on drug consumption done or previewed in all consumption units.
  • Support pharmacy manager to do monthly physical inventories of consumption units stock and compile reports of the same. 
  • To ensure timely and adequate management of internal request Identify possible medical stock rupture. 
  • Ensure identification and removal of expired drugs from project pharmacy and share list to PMR and Pharmacy Manager for monthly disposal.
  • Compiling records of all drugs dispensed with reference to standard stock and monthly consumption tool. 
  • Follow up with PMR and Pharmacy manager/Supply department regarding loan/donation, urgent orders and pipeline. Monthly reporting to PMR.
  • Any unusual or unexplained consumption or use of drugs to be reported to PMR.
  • Any problems that might be linked to work of pharmacy as well as problematic equipment or material (ex. broken, missing) are reported in a timely manner with the PMR. 

Qualifications

·       Essential recognized Nurse degree/diploma and License to Practice (within the region).

·       Desirable 2-years of previous experience and previous experience with other NGO’s.

·       Required languages: Bulgarian, working knowledge in English. Arabic desirable.

·      Desirable computer literacy (word, excel and internet).

Post Conditions

·       Annual gross salary: According to MSF Salary Policy.
