MSF was present in Bulgaria in 2014, during a six months intervention to respond to the migratory emergency; massive arrival of migrants from the Middle East.
This year, a new project has been set up in Harmanli, South-East Bulgaria, providing primary health care inside the Reception and Registration Centre with a medical team composed by a medical doctor, a nurse, a psychologist and a translator/cultural mediator.
Main Purpose
Implement Health Promotion/IEC (Information, Education, Communication) activities with patients and local population to raise their knowledge and skills on relevant medical topics.
Accountabilities
• Inform camp population as well refugees living outside the camp about MSF and services it provides.
• According to medical priorities, deliver information to the patients and community on specific health topics
• Implement activities of health education and awareness (group sessions in the camp), under the indications of the PMR
• Under the guide of PMR, assess the impact of activities (with questions, verifications and behaviors observations), and report problems, success and constraints to him/her.
• Collect all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.
• Report to PMR: activities, problems met, strengths and constraints.
• Keep education and communication areas clean and tidy and professional materials available.
• Participate in creation of any material needed for the activities of information, education and communication.
Context-specific Accountabilities
MSF clinics will be located inside and out side the reception and registration centre in Harmanli.
Inside the camp MSF will be present when State Aagency for Refugges Medical Doctor is not available (SAR MD available 3 time per week in the afternoon for few hours). Inside the camp people have access to free medical care, while the people living outside the camp are not all able to access a GP.
Health promotion activities will have to target two different kind of populations: camp resident and refugees living out side the camp.
Inside the camp large group of unaccompanied minors (UAM) is present. Special attention to this group is needed as they are extremily vulnerable.
Main tasks:
• According to medical priorities, delivering information to the Refugee Population and Patients on specific health topics
• Implementing activities of health education and awareness (sessions in the camp, individual, children), while reaching out refugees living outside the camp via local NGO, group or religious leader under the indications and supervision of the Protect Medical Referent.
• Accessing the impact of activities (with questions, verifications and behaviours observations), and report problems, success and constraints to Protect Medical Referent.
• Collecting and reporting all type of information related to specific health and living conditions of the camp population, to identify the most vulnerable populations (women alone UAM)
• Reporting to Protect Medical Referent: activities, problems, strengths, and constraints.
• Establishing and maintaining contacts with partners for health promotions related topics.
• Keeping education and communication areas clean and tidy and professional materials available.
• Delivering the health promotion key message to the refugee and migrant population (SGBV, MH and any other agreed topics), in camp and in town where refugees are living
• Conducting SGBV educational program with targeted groups
• Delivering the health promotion key message to the refugee population about general and hands hygiene practice, water use and waste management.
• Collaborating with other actors for delivery MSF key message
• Collecting all the data and prepare every month’s report to be submitted to the PMR
• Updating mapping and list of other actors in collaboration with Social Worker.
Qualifications
· Education level in social science, social communication, nursing or teaching.
· Desirable previous working experience in teaching, nursing, social work or community mobilization.
· Essential Arabic (refugee population language), English (Mission language).
· Computer literacy (word, excel and internet).

Post Conditions
· Annual gross salary: According to MSF Salary Policy.
· Reimbursement of transport costs and relocation package (for full time contracts) will be considered.
