UNICEF Bulgaria provides technical support to the Bulgarian government as part of the project "Improving the quality of early childhood education and care by strengthening governance, monitoring and evaluation", funded by the European Commission through the Technical Support Instrument. The management of the project for Bulgaria is carried out by the Ministry of Education and Science, in cooperation with the Ministry of Health and the Ministry of Labor and Social Policy. The overall objective is to create a national system of indicators to monitor and evaluate the implementation of the National Quality Framework for Early Childhood Education and Care as a tool to strengthen the quality of early childhood development services.
The National System of Indicators for Monitoring and Evaluation (M&E) is the operational core of the National Quality Framework (NQF) for Early Childhood Education and Care (ECEC) in Bulgaria. The system serves to measure, analyze and improve the quality of services for children from 0 to 7 years old in different types of institutions (nurseries, kindergartens, preschool groups in schools).
The purpose of the consultancy is to develop complete, detailed and technically sound specifications for building an online platform that will operationalize the system of indicators at institutional, municipal and national level.
The specifications should be sufficiently detailed to allow:
- development of terms of reference for an IT contractor
- development of a platform that meets the needs of the Ministry of Education and Science, the Ministry of Health, the Institute for Education, the Regional Education Departments, the Regional Health Inspectorates, the municipalities and ECEC institutions
- standardized and sustainable data collection, processing, analysis and visualization.
Scope of Work
The consultant is expected to develop a complete set of functional, technical, architectural and process specifications for the system.
Specific tasks to be performed:
1. Understanding the context and needs
- Get acquainted with the National System for Monitoring and Quality Assessment in ECEC
- Get acquainted with the architecture of the indicator system and its three levels (institutional, municipal, national)
- Identify all categories of users and their needs in the context of ECEC quality monitoring and evaluation
- Assess existing information flows and systems (in the Ministry of Education and Science, Ministry of Health, National Education Inspectorate, Regional Education Departments, Regional Health Inspectorates, Agency for Social Assistance, State Agency for Refugees, municipalities) for the purpose of monitoring and assessing the quality of ECEC
- Prepare an analysis of the needs for data, processes, functionalities for the operationalization of the quality monitoring and evaluation system in ECEC
2. Development of a catalogue of indicators
Structure all indicators in a complete catalog with the following elements:
- Name
- Level (institutional, municipal, national)
- Type (structural, process, result, financial, etc.)
- Formula
- Data sources
- Periodicity
- Consumers
- Business logic and relationships between indicators
3. Development of Specifications of the main modules of the platform
Describe in detail:

The consultant is expected to provide draft and final Specification that include the following:
- Detailed needs analysis
- Catalog of indicators – finalized, structured, and ready for digitization
- Functional Requirements Specification
- Technical Requirements Specification
- Data Architecture Specification
- Workflow Specification
- UX/UI recommendations
- Implementation plan
- Traceability matrix

Qualification Requirements:
- A bachelor’s degree in computer science, software engineering, information technology, information systems, computer engineering or another relevant field
- Proven experience in at least two of the following:
- Development of information systems in the public sector
- Technologies used for the development of the systems of the institutions concerned
- Working with information databases
- Monitoring and evaluation systems (M&E)
- Data Modeling and Business Processes
- Definition of terms of reference
- Working with large volumes of institutional data
The assignment is envisaged to take place between 27.04.2026 – 03.07.2026.
