Who We Are
International Justice Mission (IJM) has implemented a collaborative approach to combating violence against those vulnerable for the last 29 years in 33 offices around the world, including Africa, Asia, Europe, North and South America. The model of criminal justice system transformation promoted by IJM includes individual support for survivors, support for government initiatives, capacity building and jointly proposing policy changes to strengthen Criminal Justice Systems (CJS) to respond effectively to human trafficking.
The Need
International Justice Mission launched the European Anti-Trafficking Program at the end of 2019, with the aim of supporting governments in Europe to end impunity for cross-border trafficking. As we expand our impact to protect 500 million people from violence by 2030, we are seeking a Financial Assurance Specialist that will ensure effective financial operations, financial reporting and grant accounting for IJM Bulgaria. The Financial Assurance Specialist will work closely with the European Anti-Trafficking Program (EATP) finance team and will liaise with key internal and external entities, including coordination with IJM's external accounting firm for regulatory and tax compliance.
This position is based in Sofia, Bulgaria, reports to the Operations Manager of IJM Bulgaria, and requires the right to work in Bulgaria.
It operates on a hybrid schedule, with onsite work from Tuesday to Thursday and remote work on Mondays and Fridays.
Responsibilities:
- Ensure the timely completion of monthly accounting entries in QuickBooks and submit all required reports, including the monthly finance packet, to support the month-end close process.
- Record transactions accurately in QuickBooks, ensuring the correct allocation of accounts, projects, and grants.
- Maintain complete and organized supporting documentation for statutory audits, IJM audits, and donor or partner audits.
- Coordinate with the EATP Finance Manager to resolve accounting issues in a timely manner.
- Liaise with the external accounting service provider to ensure full compliance with local statutory, regulatory, and tax requirements, and the accurate calculation of salaries, benefits, payroll taxes, and related costs.
- Ensure that all financial documents and transaction details are submitted accurately and on time to the External accounting service provider for monthly bookkeeping. Conduct monthly reviews of the IJM Bulgaria Trial Balance to ensure the accurate and timely recognition of revenues and expenses in accordance with Bulgarian accounting and tax regulations.
- Ensure compliance with all payroll and tax obligations, including PAYE, withholding tax (WHT), annual tax returns, and other statutory filings.
- Coordinate the submission of corporate tax returns and other required filings with relevant local authorities, and follow up on any outstanding matters.
- Liaise with external accounting service provider, to ensure salaries and benefits are properly calculated and booked on a monthly basis, in line with Bulgarian legislation.
- Ensure all expenditures (Grant and non-grant) are properly allocated, documented, and compliant with donor requirements and internal policies.
- Review and analyze monthly budget vs. Actual (BvA) reports, provide explanations for significant variances, and communicate key insights to program and operations teams.
- Partner with the Regional FP&A Specialist to review budget performance, identify potential variances, and recommend budget reallocations as needed.
- Coordinate quarterly and annual forecasting processes for IJM Bulgaria and submit updated forecasts in accordance with the organization's planning calendar.
- Support grant implementation through financial monitoring, expenditure analysis, and reporting to ensure effective budget management and compliance with donor requirements.
- Provide financial input and support for the development of grant proposals, donor submissions, and funding opportunities at the local, regional, or global level.
- Prepare monthly cash flow forecasts and funding requests in line with IJM treasury process.
- Maintain effective relationships with banking institutions and ensure compliance with applicable local banking regulations.
- Ensure adherence to internal controls, financial policies, and organizational procedures across all aspects of financial management.
- Manage the inventory of equipment and fixed assets in accordance with local and global requirements, including the maintenance of supporting tax and grant-related records.
- Develop, maintain, and periodically update the local supplement to the IJM Field Office Finance Manual (FOFM).
- Safeguard the confidentiality, integrity, and security of all financial, privileged, and sensitive information.
Requirements:
- Bachelor's degree in Finance or Accounting.
- 5+ years of experience in Accounting, Reporting, Financial Planning, or similar position.
- Computer literate with proficiency in MS Excel, Word, Outlook, and preferably QuickBooks.
- Strong command of Bulgarian and English languages.
- Understanding of the accrual-based accounting, double entry principles, and system-based financial management.
- Knowledge of local legislation affecting financial reporting and control requirements.
- Knowledge of grant management and reporting.

Preferred:
- Experience in a non-profit organization and supporting teams with grants.
- Experience with foreign currency, US GAAP accounting and implementation of financial IT systems.

Annual Renumeration:
32,000 – 36,000 EUR gross / Initial 2-year fixed-term employment contract, with the possibility of transition to a permanent contract

IJM holds strict safeguarding principles and a zero tolerance to violations of the Safeguarding Policy, Protection against Sexual Exploitation, Abuse and Harassment Policy, and Code of Conduct.
