Terms of Reference (ToR)

Background

The Pokrov Foundation (PF) (established in 1994) is a Bulgarian non-profit organisation, registered as a private-benefit foundation under Bulgarian law. It is governed by a Board of Directors, who are responsible for the strategic planning of the organisation. The day-to-day operations are performed by appointed staff and supervised by an Executive Director.

For the 24 years of its existence, the Foundation has developed dozens of projects both in a capacity of an operational entity and as a donor organisation. Its fields of work over the years have included (the list is not exhaustive):

  • Social work (social services). The concept of Diakonia (Christian faith-based charitable and social work) has been among the cornerstones of the PF since its inception. Past social projects have included emergency relief, as well as working with institutionalised children, with children with disabilities, with elderly and terminally ill people, youth at risk, etc. Project types have varied from volunteer mobilisation and organised activities and direct humanitarian assistance to running of specialised centres.
  • Theological Formation. The PF has been active in working with students of the Bulgarian seminaries and faculties of Theology through various supporting projects (tutoring, setting up of libraries and resource centres, mobilising the students for various activities). In addition, the Foundation has been developing projects bridging the gap between academic Theology and the wider public.
  • Development of Christian Media. The Foundation has been among the pioneers in Bulgarian internet projects, with an extensive internet presence since 1995. Its main resource site currently is Pravoslavie.BG (Orthodoxy Bulgaria), a national web platform offering a wide range of news, articles and other types of information. Over the years, the PF has been publishing two printed magazines (Mirna and Svet), a newspaper (Pravoslavie.BG) and has been producing educational documentaries, covering church and other faith-related topics.
  • Publishing. Since 1996 the Foundation has published over 140 books, covering wide variety of topics (Theology, history, arts, fiction, children books, bioethics, etc.) in an attempt to develop a strong mission-oriented publishing house (Omophor).
  • Inter-Christian Cooperation. There have been a number of national and local initiatives and projects, led by the Foundation, involving Christian leaders and practitioners from all denominations. Projects have ranged from establishing of national representative structures of the churches (Bulgarian National Christian Committee) to small local projects involving grass-root Christian cooperation in various fields.

Currently the Foundation works in the following basic programme areas:
  • Christian online media;
  • Diakonia;
  • Publishing;
  • Theological formation;
  • Public debates, lectures and conferences.
External evaluations of the PF have been carried out by international teams in 2004 and 2012. These past evaluations have taken into account the specificity of the PF's profile as a church-related, laity-run Orthodox-based organisation in a specific post-communist context and have elaborated on the challenges, resulting from these factors. Such sensitivity is expected from the upcoming evaluation as well.

Evaluation Scope, Cause and Objective

The evaluation is focused on the last 5 years of the organisational and programme development of the Pokrov Foundation (2013-2018). It aims to provide the Foundation and its partners with recommendations for its future work and possible strategic orientations. The particular focus will be the last projects, implemented with the financial support of Bread for the World (Germany) during the evaluated period.

Past evaluations have been commissioned and implemented in relation to articulated necessities to revise the PF's strategy and mission in the light of changing environments (both local and external). Similarly, the upcoming evaluation should be focused on the new challenges facing the Foundation, related to the fulfilment of its current mission and the programmatic tools it has used in the past few years to achieve it. The results of the evaluation should help the PF's governing body, its management and staff optimise their work, re-evaluate its priorities, consider new opportunities for intervention and set up achievable goals for the organisation for maintaining its core activities at acceptable levels in the future in the light of changing current donors' priorities.

Key Questions


The evaluation should focus on answering the following questions:
  • Relevance
•    Given to the current social context in the project country how relevant is the work of PF and how relevant is the project goal?
•    How relevant are the activities offered by PF in terms of achieving the project goal?
•    What are the relevant target groups of the project and in how far are they reached by it?
•    How well is gender balance considered in the project and in the activities?
•    How much is the work of PF aligned with the regional and national policies and strategies, as well as donor strategies?
  • Effectiveness
•    In how far is the program and project work of PF effective in addressing the main problems identified in the problem analysis?
•    To what extent are the objective and the indicators achieved?
•    Are the implemented activities effective and in how far do they contribute to the achievement of the project goals?
•    How much do external factors influence the achievement of the project and what are the most relevant external factors for its effectiveness?
  • Efficiency
•    How adequate is the relation between the results of PF and the resources/costs spent?
•    In comparison with other similar programs, how efficient is the work of PF?
•    Are the processes and the internal structures of PF organized in an efficient way (e.g. administrative and operational processes, the monitoring system, the accreditation)?
  • Impact
•    How is the project contributing to strengthening of Christian communities in Bulgaria and enabling them to become actors of social change?
•    What is the concrete impact of the program work in the last five years?
•    How much is PF affecting the inclusion of people with disabilities in society,  the gender equality and the environmental protection?
  • Sustainability
•    To what extent can activities, results and effects be expected to continue after donors involvement has ended?
•    What current activities show potential to be further developed in terms of ensuring the (financial) sustainability of the program work also after the involvement of the donor?
•    What potential partners or allies could be identified for the future work of the program and for sustaining it? 
•    Has the capacity of the implementation partner been developed?  In what areas and in which way?
•    How sustainable is the cooperation with the local/governmental authorities and with other NGOs?
•    How linked is the work of PF and the organization to its target groups and how far could they be activated to take ownership of some relevant activities and support them?
This analysis of the sustainability prospects should involve certain understanding of Pokrov's fully owned subsidiaries (Posoki Bulgaria Ltd. and Omophor Ltd.) as existing and/or potential contributors to achieving organisational sustainability for the Foundation.

Methodology and Tools


In designing the evaluation's output, the OECD-DAC standards should be largely observed as minimum evaluation contents requirements. All relevant internal documents will be made available to the evaluator(s), including project proposals and reports, financial data, by-laws, minutes from Board's meetings, etc. For project-specific data (internet audiences' dynamics, polls results), respective access will be provided.

At the start of the evaluation, a briefing with the evaluator(s) will be held to plan necessary interviews and meetings with the staff, the Board, the management and beneficiaries' and other relevant stakeholders' representatives and respondents. An inception report will be presented by the evaluators before the briefing, outlining the planned methodology.
Logistics and Timeframe

Upon finalising the ToR in cooperation with Bread for the World, the call for evaluation proposals will be announced and the evaluator(s) will be selected on the basis of submitted documents. The evaluation is scheduled to take place in November 2018 with the following timetable:
1.    2 day preparation
2.    1 day travel (if necessary)
3.   7 days of evaluation, including: a) introductory meeting (briefing) with Pokrov management; b) interviews with selected respondents (from the Foundation and outside) and review of documentation; c) presentation of preliminary findings to Pokrov representatives and d) discussion on the main findings of the final report, which will be due one month after the end of the evaluation.
4.    Preparation of the draft report and finalization: 3 days.

The final report should be submitted in English in digital form (Microsoft Word file).
Draft agenda of the evaluation, time frame is approximately:
•    Open call from Nov. 1st till Nov. 10th 2018,
•    Till Nov. 20th: selection and contracting of the evaluator,
•    Clarification meeting/skype could take place till Nov. 25th,
•    Inception report has to be discussed till Nov. 30th,
•    The field phase in Bulgaria, including debriefing,  can take place  between Dec. 5th and Dec. 13th,
•    Till Dec. 28th the draft report should be submitted,
•    Till Jan. 15th the final report should be submitted.
Expected working days for the evaluation are between 14 and 17 days approximately, including preparation, field work and reporting phase. Of course, in justified cases a reasonable deviation is possible.

Expected Results
The evaluation should result in the following:
1.    Structured findings on the formulated key questions, based on analysis of relevant documents, interviews and other available data. Conclusions on these findings should be formulated in a constructive manner.
2.    Structured and applicable recommendations on desirable/necessary changes in the structure, internal processes and other organisational aspects in the light of perceivable challenges, facing the Pokrov Foundation.
3.    Specific emphasis on sustainability prospects, alternative sources of funding, resulting from for-profit activity and possible optimisations of the existing structures and processes, related to sustainability.
4.    Any other recommendations that may result from the evaluation, related to programme implementation, HR management, effectiveness and efficiency, choice of programme intervention and project design.

The following products are expected from the external evaluation:
•    Short inception report on methods to be applied and proposal on how to organize the agenda of the evaluation (maximum 3 pages) till Nov. 30th.
•    Draft of the evaluation report, to be submitted till Dec. 28th.
•    Final report to be submitted till Jan. 15th
The evaluation report should be prepared in accordance with the standards identified in these terms of reference.

Evaluator(s) Qualifications Requirements

The evaluation is expected to be implemented by one evaluator or a team of two. The candidates should:

1.    Demonstrate relevant and significant professional background and record in programme/project evaluation in the NGO sector in the last 5 years as individual evaluators and/or leaders of evaluation teams.
2.    Demonstrate experience in evaluation of Bulgarian and/or regional (Balkan, East-European, South-European) programmes/projects and knowledge and sensitivity of the local context.
3.    Hold a University degree.
4.    Have undergone relevant training in the field of Programme Evaluation.
