A Project Manager (M/F)
based in Sliven, Bulgaria

For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It continuously highlights obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM in Bulgaria is starting a new project aiming at further addressing the needs with major impact on the health of the vulnerable population of Nadejda ghetto in Sliven. In order to effectively tackle the root causes of poor health outcomes on the long term, a holistic approach is necessary.
The program manager will ensure the adequate development of the new project.

TASKS AND RESPONSIBILITIES
Under the supervision of the General Coordinator, you will be responsible for the implementation of follow-up of MdM activities in Sliven and the management of the team (3 community mobilizers)
More precisely you will:
Human Resources
- Supervise, manage and evaluate the field team, participate in recruitment of new team members
- Define the field team team's individual and collective goals and adjust them if necessary, define the organization of work and positions within the field team (3 persons)
- Follow-up the team collective and individual training needs

Project planning, supervision and management
- Plan and supervise the activities of the project
- Coordinate advocacy activities in link with the advocacy officer
- Participate in the design of new tools and activities (short and long term) in partnership with the other coordinators (general and medical)
- Monitor the project's objectives (per day, week, month, annually, etc.).
- Coordinate and organize the implementation of the continuous assessment and data collection (Monitoring system).
- Analyze the gathered data, propose readjustments of the program's contents when necessary and pass them on.
- Consolidate and submit weekly/monthly report to the General Coordinator
- Contribute to the writing of other assessment and reports (donors, yearly) and to the definition of the project's yearly and long-term strategy.
- Follow-up of budget and relevant logistic procedures of the project in link with the administrative coordinator

Other tasks
- Analyze the mission's context and propose intervention methods in collaboration with the General Coordinator.
- Keep regular contacts with the concerned authorities and stakeholders in collaboration with the advocacy officer
- Respect and make sure that the association's position is respected, in the frame of his/her activities

Full time
Based in Sliven with seldom trips to Sofia

SKILLS AND EXPERIENCE NEEDED:
- Degree in management or any related field with considerable experience in implementation and follow-up of health-related projects
- At least 2 years of work experience in manager position
- Work experience with NGOs is an asset
- Capacity to organize & plan training.
- Good supervision & reporting skills.
- Good communication skills.
- Excellent command of English and Bulgarian languages (both written and spoken).
- Computer skills (word, excel, PowerPoint, statistics software…)
