Background
International Justice Mission (IJM) Bulgaria works to
strengthen the response of the Bulgarian justice system to trafficking in human
beings through evidence-based advocacy, policy engagement, coalition building,
and collaboration with government institutions, legal professionals, civil
society organizations, and other stakeholders. The organization regularly
undertakes legal and policy initiatives that require specialized legal
expertise and analytical support.
To support its ongoing work, IJM Bulgaria is establishing a
roster of qualified legal experts who may be engaged on a short-term
consultancy basis for assignments related to human trafficking, victim
protection, criminal justice reform, legal research, policy development, and
related areas.
Inclusion in the roster does not guarantee the award of any
assignment. Experts included in the roster may be invited to participate in
assignment-specific selection processes during the validity period of the
roster.
Objective
The purpose of this call is to identify and pre-qualify
legal experts with demonstrated experience and expertise relevant to IJM
Bulgaria's advocacy, research, and policy priorities. Experts may be contracted
individually for specific assignments as needs arise.
Areas of Expertise
IJM Bulgaria seeks experts with experience in one or more of
the following areas:
- Human trafficking and exploitation.
- Criminal law and criminal procedure.
- Victim rights and victim protection.
- Human rights law.
- Judicial practice and case law analysis.
- Legislative and policy reform.
- Criminal justice system strengthening.
- Financial investigations, asset recovery, confiscation, and proceeds of crime.
- Legal research and comparative legal analysis.
- Drafting legal opinions, policy papers, and analytical reports.
- Training and capacity-building for justice sector stakeholders.
- Monitoring and assessment of judicial and prosecutorial practice.
Potential Assignments
Experts included in the roster may be invited to undertake
assignments such as:
- Judicial reviews and case-law analyses.
- Legal and policy research.
- Legal gap analyses and legislative assessments.
- Development of policy recommendations.
- Drafting reports, legal memoranda, and briefing papers.
- Preparation of consultation and advocacy materials.
- Facilitation of stakeholder consultations and expert roundtables.
- Development and delivery of training materials and workshops.
- Review of draft legislation, regulations, and policy documents.
- Other legal and technical assignments relevant to IJM Bulgaria's mission.
Eligibility Requirements
Applicants should demonstrate:
Mandatory Qualifications
- Advanced university degree in Law.
- At least ten years of relevant professional experience.
- Demonstrated expertise in criminal law, human rights law, trafficking in human beings, or related fields.
- Experience conducting legal research and legal analysis.
- Excellent analytical and report-writing skills.
- Experience working with courts, prosecutors, judges, government institutions, or other justice sector actors.
- Knowledge of European and international legal standards relevant to the applicant's area of expertise.
- Excellent command of Bulgarian.
Desirable Qualifications
- Experience representing victims of trafficking or other vulnerable groups.
- Experience developing legal or policy reform recommendations.
- Experience preparing analytical reports, policy briefs, or research publications.
- Experience supporting international organizations, donor-funded projects, or civil society organizations.
- Excellent command of English.

Applications will be assessed based on:

Duration of the Roster
The roster will remain valid for a period of two years from
the date of establishment. IJM Bulgaria reserves the right to update, extend,
reopen, or close the roster at its discretion.
Contracting Arrangements
Experts included in the roster may be engaged through
consultancy agreements or other appropriate contracting mechanisms depending on
the nature of the assignment.
For each assignment, IJM Bulgaria may request a technical
proposal, financial offer, workplan, or other documentation as relevant to the
scope of work.
Selection for individual assignments will be based on the
specific expertise, experience, availability, and budget requirements of the
assignment.
Confidentiality and Data Protection
Applicants acknowledge that assignments undertaken for IJM
Bulgaria may involve access to confidential information. All experts engaged
through the roster will be expected to comply with applicable confidentiality
obligations, the General Data Protection Regulation (GDPR), and any other
relevant data protection requirements.
